The role of the Owner's Representative during all phases of design and construction is to manage the process to best serve the needs of the owner. The knowledge and experience that an Owner's Representative brings to the team will not only help the owner make the right choices, but also remove much of the burden of having to manage this demanding process. Each owner and each project has unique requirements and thus, the services of an Owner's Representative must be tailored to meet those needs.
Early Planning
- Define the project scope.
- Assist in defining owner objectives and priorities.
- Discuss delivery options and assist in determining most appropriate method.
- Research zoning and other substantive information .
- Liaison for municipal requirements and imposed constraints.
- Assist in acquiring topographical survey information and soil borings for site development.
- Provide list of names of responsible, reputable, and appropriate firms to provide services.
- Develop requests for proposals to invite selected firms to submit proposals.
- Liaison to invited firms during proposal preparation.
- Evaluate proposals and make recommendations on award.
- Propose a contact form appropriate to meet owners needs.
- Review and make recommendations to modify contract form.
Design Phase
- Attend all design meetings as owner's advocate.
- Advise owner and architect on constructability issues.
- Assist in obtaining budget information from outside sources.
- Evaluate budget information and advise on possible cost efficiency modifications.
- Document design decision on owner’s behalf.
- Review design documents to help ensure compliances.
- Assist in obtaining information such as surveys, environmental studies, and soil borings.
- Review and make recommendations for modifications.
Bidding Phase (if required)
- Recommend contractors who are appropriate for the project.
- Review invitations to bid and suggest modifications.
- Receive, review and evaluate contractor bids, prepare spread sheet for analysis.
- Make recommendations for owner direct purchases for tax savings
- Assist in the writing of owner purchase orders.
- Review contracts prior to owner’s signature.
Construction Phase
- Organize and attend the pre-construction meeting.
- Assist contractors in the preparation of the project schedule.
- Monitor the job progress and assist contractors in sequencing to maintain the schedule.
- Attend regular progress meetings at jobsite.
- Advise owner on issues involving conflict with contractors or architect.
- Review change proposals and advise owner as to fairness and appropriateness.
- Review contractors pay applications and make recommendations.
- Manage the owner direct purchases.
- Perform quality assurance and specification compliance inspections.
- Monitor weather sensitive work to ensure appropriate quality construction techniques.
- Document weather related delays and / or other delays caused by outside influences and suggest possible alternate course of action to maintain schedule and budget.
- Prepare monthly report to document project progress budget status, schedule, and outstanding issues.
- Assist owner in the procurement of equipment and services from outside sources (i.e. phone system, phone service, data cabling, water treatment equipment, special equipment hook ups, moving services, furniture purchase and installation, cleaning services, equipment service agreements, security system installation and monitoring, etc.).
- Perform pre-punch list and punch list inspections.
- Review lien waivers submitted by contractors prior to final payment.
- Review close out documents prior to issuance of final payment.
- Review required warranties prior to final payment.
Post Construction
- Assist owner in resolution of any warranty issues.
